Solid Waste Management
The City is committed to providing community members with the most affordable, sustainable, and environmentally responsible solid waste services.
- City of Spokane Valley self-haul solid waste transfer, transportation and disposal services are provided under a contract with Sunshine Recyclers, Inc.

DRAFT Solid Waste and Moderate Risk Waste Management Plan
In November 2022, the City began work with a consultant to update the Solid Waste Management and the Moderate-Risk Waste Management Plans, as required by law, into a combined single plan – the Solid Waste and Moderate Risk Waste Management Plan. To assist with the development of the plan, the City received input from a Technical Advisory Committee (TAC) composed of representatives from the City, consultant, Spokane County, Sunshine Recycling and Disposal, WM (Waste Management) and the Department of Ecology.
The draft Plan has been reviewed by the TAC and is now being presented to Council for review. Concurrent with the Council’s review, the draft Solid Waste and Moderate Risk Waste Management Plan Update (PDF) is available for review by the public. A public hearing will be scheduled for 6 p.m. on Tuesday, Sept. 30, 2025, at City Hall and Council and public comments will be taken and incorporated into the plan. Once Council’s and public comments have been incorporated, the draft Plan will go to Ecology for review. Once Ecology’s comments are incorporated, the final plan will go out again for review, comment and revision with a final adoption by the Council.
Current Plans
Current - Solid Waste Management Plan
As part of the change to a city-managed solid waste system and as required by Washington State law, the City of Spokane Valley has adopted its Solid Waste Management Plan (SWMP) (PDF) outlining its plans for managing solid waste within the city. The SWMP was updated in June 2021 to include a Contamination Reduction and Outreach Plan (CROP). The SWMP is the guiding document outlining overall goals and policies for responsibly managing the city's solid waste. In addition to solid waste transfer/transport/disposal, the plan outlines promotion of recycling, composting, and other waste reduction activities.
Current - Moderate Risk Waste Management Plan
The City has also adopted its Moderate-Risk Waste Management Plan (MRW Plan) (PDF), which addresses management of household hazardous wastes and small quantities of hazardous waste generated by businesses.

Recycling acceptable household hazardous waste is free at the Spokane Valley University Transfer Station.

Solid Waste Collection Services
Solid waste, recycling and yard waste / organics / clean green collection services in the city of Spokane Valley are made available under contracts between the City of Spokane Valley and various providers.

Transfer station services for Spokane Valley citizens are provided under the City's contract with Sunshine Disposal, Inc.
