Description of Proposal: A Shoreline Substantial Development Permit to construct a 9-foot by 30-foot pontoon dock, with a 3-foot wide by 20-foot-long walkway, a 5-foot wide stone pathway extending from the upper bank down the slope to the shoreline area, and a 5-foot wide by 39-foot long dirt pathway to access the dock. Other activities include the removal of 8 mature Douglas Hawthornes. Mitigation includes the removal of debris, abandoned barrels, and planting six black cottonwoods and 6 red-osier dogwoods to offset the impacts of the construction activities and vegetation removal. There is an existing single-family residence on-site.

Written comments: Agencies and the public are encouraged to review and provide written comments on the proposal/project and its probable environmental impacts. All comments received by July 10, 2023, which is thirty (30) calendar days of the date of this notice, will be considered prior to making a decision on this project. Any person has the right to comment on this project. Further, any person may request a copy of the decision for the proposal once made. Pursuant to Chapter 17.90(Appeals) of the City of Spokane Valley Municipal Code (SVMC), a written appeal of the decision shall be filed with the City of Spokane Valley within fourteen (14) calendar days after the date the notice of the decision is mailed. Standing to appeal a decision shall be determined in accordance with the provisions of SVMC 17.90.030 (Standing).
Location of Proposal: Parcel No. 45043.1522 addressed as 11423 E Coyote Rock Lane. The site is generally located along the south side of the Spokane River, further located in the NE ¼ of the SW ¼ of Section 4, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

Other Permits: City of Spokane Valley Land Disturbance (Grading), a flood plain permit, and Construction Permits; and other permits as determined may be required.
Studies required: Additional studies may be determined.
Environmental Review: This project is not categorically exempt pursuant to WAC 197-11-800 from environmental review under the provisions of the State Environmental Policy Act. The City of Spokane Valley, acting as lead agency, has reviewed the proposal/project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. THIS MAY BE YOUR ONLY OPPORTUNITY TO COMMENT ON THE ENVIRONMENTAL IMPACTS OF THE PROPOSED PROJECT. A copy of the subsequent threshold determination for the proposal may be obtained upon request.
Existing Environmental Documents: Habitat Management Plan
Applicable development regulations: Title 21 SVMC (Environmental Controls), chapter 21.50 SVMC (Shoreline Master Program), and chapter 24.50 SVMC (Land Disturbing Activities) are the primary development regulations applicable to the site.
Public hearing: The Shoreline Substantial Development permit is classified as a Type II permit and will not be subject to a public hearing. This may be your only opportunity to comment on the impacts of this development.
