REQUEST FOR QUALIFICATIONS (RFQ)
ADDENDUM NO. 02

All proposers are required to base their Statement of Qualifications (SOQs) upon the information furnished in this addendum; and acknowledge receipt of this addendum in their submittal. The following corrections/modifications are hereby made a part of the RFQ.

Proposers requested further clarification about the page limit and which attachments are to be included in that count. The City clarified their previous response from Addendum #1 in that attachment “B” is not a part of the SOQ and is only a potential guide for the content of the submittal. In other words, the page limit remains at 10 excluding attachments like the cover letter, attachment “A” of this RFQ, and resumes if included. See newly revised RFQ language below:

Replace the entire “How to Respond” section on page 2 with the following:

How to Respond
Submit an electronic copy of written responses no later than noon on March 1, 2024, to City of Spokane Valley, Attn: Glenn Ritter, Senior Engineer/Project Manager, 10210 East Sprague Avenue, Spokane Valley, WA 99206. Limit written responses, excluding attachments, to ten (10) pages. Attachments are defined as the cover letter, Attachment “A” of this RFQ, and resumes if included. Submittal shall be via email only to gritter@spokanevalleywa.gov. No hardcopies will be accepted. Submittals shall be signed by authorized representatives of the responding entity. Unsigned proposals shall not be considered. Written proposals not received by noon on March 1, 2024, shall not be considered by the City. The responding entity is responsible for ensuring that written responses are received by the City by the time and date specified herein and accept all risk of late delivery for the method of delivery chosen, regardless of fault.

PROPOSER’S QUESTIONS
Note: Questions are in black text and City responses are in bold text.

1) Are you able to share the name of the firm(s) that developed the Concept Plan or was it created by staff? SPVV prepared the most recent concept plan, Attachment “C”, included in the RFQ.

2) Is there any public involvement or need for public engagement on the plan for Phase 2? No. The public engagement was completed previously. Per the RFQ, “Since the attached Phase 2 conceptual plan (Attachment “C”) has been finalized for the most part, the design team will initially validate that the elements anticipated can be constructed within the project budget.” As committed to the grant funding agency, the City intends to deliver the elements shown for the most part. Should any “value engineering” be necessary, a reduced number &/or size of elements may be possible to remain within budget.
