Proposal Description:  Construct a 3-story ~48,800 SF assisted living building, with 68 beds, 28 parking stalls, landscaping and stormwater improvements.  Grading includes 1,800 cubic yards of cut and 500 cubic yards of material being moved on site.  
Proposal Location:  Parcel #’s 45204.1436 and 45204.1435; addressed as 10506 E 10th Avenue, Spokane Valley; the site is generally located on the east side of Raymond Road between 10th and 11th Avenues; further located in NE ¼ of the SE ¼ of Section 20, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

Lead Agency:  City of Spokane Valley 

Determination:  Pursuant to Title 21 (Environmental Controls) of the Spokane Valley Municipal Code, the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment.  An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).   This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Titles 19, 21 and 22, and other information on file with the lead agency. This information is available to the public on request. 

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on his proposal for 14 days from the date issued.  Comments may be submitted beginning May 31, 2024, thru June 14, 2024 at 5:00 p.m.

Appeal:  An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days after the date issued.  The appeal must be written, and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
