REQUEST FOR QUALIFICATIONS
RIGHT-OF-WAY SERVICES
South Barker Road Corridor Improvements

The City of Spokane Valley (City) solicits interest from consulting firms with expertise in right-of-way acquisition. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary.  Consultants will be considered for the project outlined below.

The City reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of providing all right-of-way activities to acquire partial property acquisitions with over 50 property owners along Barker Road between Appleway Boulevard and the south City Limits (south of 8th Avenue).  Work may include relocation services for one residential property.  The acquisition process is required to follow the “Uniform Relocation Assistance and Real Property Acquisition Policies Act.”  The planned road improvements include widening the roadway to three lanes with bike lanes, curb and sidewalks on both sides of the roadway, and roundabouts at the 4th Avenue and 8th Avenue intersections.  The right-of-way phase may be split into multiple projects.
